OAKLAND — A man found dead in an East Oakland slough March 17, whose death is being investigated as a homicide, was identified by police Monday as 60-year-old Franklin Winnemucca.
Authorities said he had no permanent address.
Even though the case is being investigated as a homicide, police still have not released the cause of death or how long they believe he was in the water before being found.

He was found about 8:39 a.m. March 17 in the waters of the East Creek Slough, south of the 4800 block of Oakport Street. The slough leads into a part of San Francisco Bay, its entry point not far from a canal that connects the Oakland Estuary to the Bay.
